Wales Manifesto 2026

RBL recommends that the Welsh Government must:

• Embed Armed Forces Covenant principles across all Welsh Government strategies, guidance, reporting frameworks and statutory services, including the Wellbeing of Future Generations Act and local authority plans.

• Deliver a dedicated programme of promotion, funding, training and impact evaluation to ensure the expanded Armed Forces Covenant Duty is fully implemented across Wales.

• Improve access to NHS dental services for Armed Forces families by introducing formal identification mechanisms and priority pathways for Service children.

• Create dental registration flags for Armed Forces children and permit temporary access to Community Dental Services where NHS access cannot be secured within eight weeks of relocation.

• Embed Armed Forces Covenant duties into dental contracts and commissioning frameworks to ensure accountability across Health Boards.

• Promote uptake of the Veteran Friendly GP Accreditation Scheme and introduce national training for all frontline NHS staff to better identify and support Serving personnel, veterans, families and the bereaved.

• Ensure that all devolved statutory means-tests for welfare benefits fully disregard military compensation.

• Revise statutory guidance so that local authorities in Wales consistently disregard military compensation across all locally administered benefits.

• Improve identification of Service children by adding a mandatory Service child field to the Pupil Level Annual School Census (PLASC).
